On June 29, 2015, the Massachusetts Department of Public Health began accepting applications on a rolling basis from non-profit organizations that wish to apply for a state license to operate a Registered Marijuana Dispensary in Massachusetts. A Registered Marijuana Dispensary in Massachusetts is allowed one location, and may have a second location for cultivation or preparing marijuana-infused products.
These applications are not a merit-based competition, but are verified for compliance and suitability, and will be reviewed in the order received. However, applications in open counties will be processed first. There is no stated limit to the number of RMDs that may be approved.

If voters approve Question 4, the Bay State will become one of the first states on the east coast to legalize, tax, and regulate marijuana for adult use.

In Nov 2012, voters approved Question 3 making Massachusetts the 18th to enact a compassionate medical marijuana program. Opening a Massachusetts medical marijuana treatment center (dispensary) or becoming a cultivation facility producer (cultivation registration) was available to just 35 sites. One Massachusetts medical marijuana treatment center per county with a maximum of 5 in any given county. Only 15 out of the allowed 35 licenses were awarded.
The state reopened the application submission process for the second time on June 29th 2015 for non profit organizations to apply for a Certificate of Registration to operate a Registered Marijuana Dispensary (RMD). There is currently no deadline for application submissions, as the department will review applications on a rolling basis in the order received. Unlike many other states, the applicants are not scored but reviewed and awarded based on if they comply with Chapter 369 and the regulations.
How to Open a Medical Marijuana Dispensary in Massachusetts
The state allows non-profit organizations to open a dispensary in Massachusetts. Whether this is possible or not will hinge entirely on the city and/or county of choice as the state allows the local municipalities to ban or place moratoriums on whether to license dispensaries for operation or not.
